Sheen's specialities include international healthcare co-operation, pharmaco-economics, health economics, health services payment schedule, and pharmaceuticals and medical devices reimbursement and pricing. 

Before becoming Health Director for Taipei Representative Office in the EU and Belgium in January 2018, Shen held senior director roles within Taiwan's National Health Insurance Administration, along with a two-year tenure as Secretary General.
